Bureau & Co was deliberately structured as an independent advisory practice from its founding in 2011. Each adviser holds relevant professional qualifications — spanning Romanian financial regulation, EU insurance distribution, and international tax law — and is required to complete annual continuing professional development. The practice is small by design: we have never prioritised growth over quality, and every client relationship is managed by a named senior adviser supported by a dedicated analyst. This configuration allows for the kind of careful, personalised attention that capital protection genuinely requires.

Each member of the Bureau & Co advisory team brings a distinct specialisation to the practice.

Cristian Balog — Founding Partner

Cristian established Bureau & Co after twelve years at a Bucharest-based private bank, where he led the structured products desk. His area of focus is multi-jurisdiction insurance wrapper design and liability-aware allocation for high-net-worth families. He holds a CFA charter and a postgraduate qualification in EU financial regulation from the University of Vienna.

Elena Drăgan — Senior Adviser, Succession Structures

Elena specialises in the intersection of Romanian succession law, cross-border estate planning, and family governance frameworks. Before joining Bureau & Co in 2015, she practised as a notarial adviser in Cluj-Napoca. She works closely with families managing business transitions and multigenerational holding structures across Romania, Austria, and Germany.

Mihai Popa — Adviser, Cross-Border EU Structures

Mihai joined Bureau & Co in 2018 with a background in EU regulatory compliance at a Luxembourg insurance carrier. He coordinates all cross-border engagements involving Luxembourg and Austrian insurance policies, advises on FATCA and CRS reporting obligations for internationally mobile clients, and maintains the practice's relationships with EU custodian institutions.
